The Access section is where you configure who has permissions to create, view, update, delete, and administer webforms and their submissions, as well as a few other related permissions.
In this screenshot, the first fieldset lets you configure which users or roles are allowed to create webform submissions.
The other fieldsets are collapsed, but look identical when you open them. They let you configure other permissions in exactly the same way, by role or by user.
